A publication of acts passed at General Assembly of Virginia in 1863 in the depths of the Civil War. The statues include several pages devoted on how the taxation and regulation of the enslaved. Also included provisos for slaves called into military service for the Confederacy: "requested by the president of the Confederate States, To call into the service of the Confederate States, for labor on fortifications and other works for the public defence within this state, from time to time, for a period not exceeding sixty days, a number of male slaves between the ages of eighteen and fifty-five years, not exceeding ten thousand at any one time, and not exceeding in any country, city or town, one-fifth of the number of male slaves therein between the ages specified." (p.42) The statue would "require each slaveholder to deliver, on a day and at a place appointed by the court, his quota of slaves to the sheriff or sergeant." (p.44)
