A July 31, 1876 article in the New York Times reports that Stevens, "a Western adventurer, but a man of remarkable shrewdness," was charged with embezzling $200,000 worth of bonds of the Albany and Greenbush Bridge Company, after relocating from the West to New York City and securing investments from many of the city's wealthiest and most respected businessmen.
