At the time of this letter, Neville was living in Pittsburgh having established himself as a prominent citizen, businessman, surveyor, and land inspector.

Chapman, identified in the "History of the Counties of Lehigh and Carbon, in the Commonwealth of Pennsylvania" as a surveyor and civil engineer originally hailing from Connecticut, "Wilkesbarre August 12 1809" regarding a land survey and other business matters. The second a 1768 letter to Philadelphia merchant David McMurtrie (1721-1782) from "David Mitchell" regarding payment for a chair.
