Signatures include Vice President Hannibal Hamlin, Secretary of State William Seward, Secretary of Treasury William P. Fessenden, Secretary of Navy Gideon Welles, Secretaries of War Simon Cameron and Edwin M. Stanton, Attorneys General Edward Bates and James Speed, Postmaster General William Dennison Jr., and Secretary of the Interior John P. Usher.
Accompanied by several modern reproduction photographs for display purposes.
