This was the period of Mexican independence and reform. The portrait seems to be Ignacio Ramirez (Juan Ignacio Paulino Ramirez Calzada, 1818-1879), a writer and political libertarian, considered part of the "romantic generation" of Mexican liberals. During Maximilian's reign Ramirez was banished to California. He returned following the ousting of the French, and under Porfirio Diaz, he expanded public education, especially for women and indigenous peoples, and secondary education was established.
