FIRST EDITION, published by Dorsey as Governor after losing a bid to the Senate.  Intended to be delivered to the Conference of Citizens in Atlanta, Georgia, 22 April 1921, Dorsey provides 135 examples of mistreatment under four headings: "The negro Lynched;" "The negro held in peonage;" "The negro driven out by organized lawlessness;" and "The negro subject to individual acts of cruelty." The pamphlet was later reprinted by the NAACP in 1927.
